OPERATIONAL PROGRAMME VI – POLISH-UKRAINIAN FILM INITIATIVES
The General Director of the Polish Film Institute announces the Operational Programme VI – Polish-Ukrainian film initiatives, hereinafter referred to as the ‘OP Polish-Ukrainian film initiatives’ for the year 2022 with an allocation of up to PLN 10,000,000.
The purpose of the OP Polish-Ukrainian film initiatives is to support actions carried out jointly by Polish and Ukrainian producers and creators or devoted to Polish-Ukrainian themes, in particular:
- to create conditions for Ukrainian citizens for continuation of their creative work in the field of cinematography;
- to inspire Polish and Ukrainian citizens to cooperate in creating film projects;
- to disseminate and promote film art;
- to promote Polish and Ukrainian films and achievements of Polish and Ukrainian filmmakers;
- to support projects aimed at increasing and developing the audience through the improvement of access to cinematographic works, organisation of film festivals of local, national and international scope;
- to support actions aimed at creating conditions for universal access to the achievements of Polish, European and world film art;
- to promote films with special artistic values;
- to create conditions for the development of cinematographic co-production.
Preference will be given to projects involving Ukrainian citizens who arrived in Poland after 24 February 2022 directly from Ukraine in connection with war operations conducted in the territory of that country.
The Operational Programme ‘Polish-Ukrainian film initiatives’ is implemented through four objectives:
1) Objective I: Development and production of documentary films
2) Objective II: Development and production of animated films
3) Objective III: Script development
4) Objective IV: Film festivals and initiatives:
- of film festivals of local, national and international scope;
- organisation of projects which serve to develop co-production between Poland and Ukraine;
- other actions implementing the aims of Objective IV.
Beneficiaries for Objectives I-III: A film producer, i.e. an entity referred to in Article 5(6) of the Act who has produced a film which has been distributed in theatres, broadcast or made publicly available by the media service provider or presented at least at one international film festival accredited by the International Federation of Film Producers’ Associations (FIAPF) or who, under an appropriate legal relationship, in the implementation of the project will rely on professional capacities of another film producer who has produced a film which has been distributed in theatres, broadcast or made publicly available by the media service provider or presented at least at one international film festival accredited by the FIAPF. PISF will assess the reliability and legitimacy of the Beneficiary’s evidence substantiating their ability to use the resources of another producer in order to implement the project.
Beneficiaries for Objective IV:
- state and local government cultural institutions;
- NGOs;
- schools and universities with film profile;
- entities conducting business activities;
- film producers;
- other entities operating within culture.
The minimum artistic contribution of Ukrainian creators shall be as follows:
1) in the case of Objective I – use of at least one of the following elements: content from Ukrainian film archives, participation of a Ukrainian protagonist or employment for the production of a Ukrainian cinematographer or editor; dominant theme connected with Polish-Ukrainian relationships or Ukraine (historically or geographically);
2) in the case of Objective II – engagement of at least one of the following Ukrainian creators: animation director, storyboard artist, artistic design creator and production of 30% of the animation in Poland;
3) in the case of Objective III:
- script development of a feature film: engagement of a Ukrainian screenwriter or two of the following Ukrainian artists/elements: director, script doctor, artistic supervisor, consultant/researcher, dominant theme connected with Polish-Ukrainian relationships or Ukraine (historically or geographically);
- script development of a documentary film – engagement of a Ukrainian screenwriter or two of the following Ukrainian artists/elements: director, script doctor, artistic supervisor, consultant/researcher, participation of a Ukrainian protagonist, content from Ukrainian film archives, dominant theme connected with Polish-Ukrainian relationships or Ukraine (historically or geographically);
- script development of an animated film – engagement of one of Ukrainian artists: screenwriter, storyboard artist, artistic design creator or two of the following Ukrainian artists: animation director, script doctor, artistic supervisor, consultant/researcher;
4) in the case of Objective IV – engagement of Polish and Ukrainian artists/experts/producers, dominant theme connected with Polish-Ukrainian relationships (historically or geographically).
Call for application
Co-financing applications shall be submitted to the Institute on a continuous basis.
The co-financing application and the required attachments must be submitted through the PISF Internet Application Submission System, also known as "ISSW", (https://pisf-wnioski.pl/).
Application is to be submitted in Polish.
