It is a cultural support fund of the Council of Europe which includes 39 member states – with Poland which joined in 1991.

It has an annual budget of approximately EUR 27.5 mln and it aims to promote independent filmmaking by offering financial support to feature-length films, animations and documentaries. It strongly encourages co-operation between filmmakers and professionals coming from different countries.
